Now Open: Sunset Review on antidumping duties in force against Brazilian hairbrushes imports from China
In brief
On 21 November, SECEX (the Brazilian Secretariat of International Trade) initiated a sunset review on the antidumping duties in force against the Brazilian imports of hairbrushes from China, commonly classified under the NCM code 9603.29.00.
The duties remain in force throughout the investigation, and they may be renewed for another five years at the end of the proceeding.

Relevance of stakeholder participation
Active participation of importers, exporters, and any other interested parties in the sunset review may be decisive in securing a more favorable outcome. Interested parties can request to be admitted as parties in the investigation until 11 December 2024, provided that they demonstrate the extent to which they are affected by the antidumping duty in force.
- Deadline for replying to the Importer’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 3 days after the date of electronic transmission by the authority);
- Deadline for replying to the Exporter’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 7 days after the date of electronic transmission by the authority).
Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023 (additional information is available in our Legal Alert on the subject).

- Uses: Hairbrushes are used to brush, comb, and style hair, and may come in a variety of shapes, colors, sizes, and diameters; they can be for domestic use, when the consumer uses the product in their daily life, or for professional use, when the consumer is a hairdresser or beauty professional and uses it to carry out their activities in beauty salons, beauty clinics, spas, etc.
