Now open: sunset review of antidumping duties in force against Brazilian imports of tires for motorcycles from China, Thailand, and Vietnam
In brief
On 19 December 2024, SECEX (the Brazilian Secretariat of International Trade) initiated a sunset review on the antidumping duties in force against the Brazilian imports of new diagonal rubber tires for motorcycles from China, Thailand, and Vietnam, commonly classified under the NCM code 4011.40.00.
The duties remain in force during the sunset review and may be renewed for another five years at the end of the proceeding.

Relevance of stakeholder participation
Active participation of importers, exporters, and any other interested parties in the investigation may be decisive in securing a more favorable outcome. Interested parties can request to be admitted as parties in the investigation until 8 January 2025[1], provided that they demonstrate the extent to which they are affected by the antidumping duty in force.
- Deadline for replying to the Importer’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 3 days after the date of electronic transmission by the authority);
- Deadline for replying to the Exporter’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 7 days after the date of electronic transmission by the authority).
Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023 (additional information is available in our Legal Alert on the subject).

- Petitioner: The National Tire Industry Association (Associação Nacional da Indústria de Pneumáticos – ANIP)
- Investigated product: New diagonal rubber tires for motorcycles, designed for use with or without inner tubes, on paved and unpaved roads, as well as off-road.
- “Motorcycle” is a concept that should be understood as including scooters, mopeds, or any other vehicle whose tire characteristics correspond to the description of the investigated product above.
- Tires of diagonal construction with a reinforcement structure in the form of rings (bias belts), crossed over each other, are included in the scope of the investigation.
- Radial motorcycle tires are excluded from the scope of the investigation.

- China: USD 2.18 / kg
- Thailand: USD 1.10 / kg
- Vietnam: USD 2.18 / kg
