Now Open: Antidumping investigation on Brazilian Imports of Colorless Flat Float Glass from Malaysia, Pakistan, and Turkey

The SECEX (the Brazilian Secretariat of International Trade) opened on 29 July 2024 a new antidumping investigation against Brazilian imports of colorless flat float glass, from Malaysia, Pakistan, and Turkey, commonly classified under the NCM code 7005.29.00.
Colorless flat float glass can be used in the manufacture of insulated glass, as well as in the production of mirrors, among many other uses.

Relevance of stakeholder participation
Active participation of importers, exporters, and any other interested parties in the investigation may be decisive in securing a more favorable outcome. Interested parties can request to be admitted as parties in the investigation until 16 August 2024[1], provided they demonstrate the extent to which they could be affected by the imposition of the antidumping duty.
- Deadline for replying to the Importer’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 3 days after the date of electronic transmission by the authority);
- Deadline for replying to the Exporter’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 7 days after the date of electronic transmission by the authority).
Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023. (Additional information is available in our Legal Alert on the subject).

The new investigation was initiated upon the request of the Associação Brasileira das Indústrias do Vidro (“ABIVIDRO”) on behalf of its associates AGC Vidros do Brasil Ltda. – “AGC“, Cebrace Cristal Plano Ltda. – “Cebrace“, Guardian do Brasil Vidros Planos Ltda. – “Guardian” e Companhia Brasileira de Vidros Planos – “CBVP” or “Vivix“.
- Investigated product: Colorless flat float glass with a thickness of 1.8 to 20 mm
- Uses: Colorless flat float glass can be used in the manufacture of insulated glass, as well as in the production of mirrors, among many other uses. The product is consumed by various sectors, such as: (i) civil construction (used in roofs, facades, railings, stairs, glass walls, floors, balconies, doors, windows, and bathroom stalls, among others); (ii) furniture and decoration (used in cabinet doors, table tops, shelves, sideboards, counters, shower stalls, partitions, sinks, showcases, shelves, wall coverings, among others); (iii) road, rail and maritime transport (float glass is used in the road – car, truck, bus and minibus, rail – train and maritime – boat, boat, and ship transport, among others); (iv) household appliances and electronics (float glass is sold to these sectors in different thicknesses and colors, curved, screen-printed, reflective, low-emissive and double-sided, being used in multiple options, including in stoves, refrigerators, washing machines, commercial refrigeration); also it is used in (v) special applications: float glass is used in the manufacture of solar panels and photovoltaic modules.
