Professional experience
Tulio Coelho became a partner of Trench Rossi Watanabe in 1993. He is the founding partner of the Brasília office and of the Antitrust and International Trade Practice Group. He has acquired professional experience in both the private and federal public sectors, his last position in the federal government being as general counsel to the Ministry of Science and Technology.
Tulio has more than 40 years of experience as a lawyer in Brazil (UnB, 1981) in a wide range of areas, especially litigation in the superior courts and the antitrust and international trade practice. He advises multinational and national clients, including business and trade associations, as well as public law institutions, on complex national and international judicial and administrative litigation cases.
He was president of the Special Commission for Competition Defense of the Federal Council of the Brazilian Bar Association, having represented Brazil as a member of the International Cartel Task Force of the American Bar Association – ABA, from 2011-2012. He has served multiple terms on the Brasilia board of directors of IBRAC, as well as on its Advisory Board.
He was vice-president of the Federal District of the Centro de Estudos das Sociedades de Advogados – CESA and headed the legal committee of the American Chamber of Commerce in the Federal District.
Tulio served as member of the Federal Council of the Brazilian Bar Association – CFOAB both the both federal level and Distrito Federal chapter.
He also represented the Federal Council of the Brazilian Bar Association – CFOAB at the Federal Public Prosecutor’s Office as a member of the Examining Committee of the 25th Public Competition for the position of federal public prosecutor.
Awards and recognition
For years, Tulio has been recognized by Chambers and Partners and Global Competition Review, among others, as one of the leading antitrust lawyers in Brazil. He is also recognized in the corporate law practice in the Federal District, achieving recognition as “Elite” and “Senior Statesman.”
He received the Raymundo Faoro Lawyer’s Merit Award for having chaired the Special Committee for Competition Law at the Federal branch of the Brazilian Bar Association, from 2013 to 2016.

He was a professor of MBA in Business Law at FGV/RJ and FGV/DF, in the areas of antitrust law and commercial defense, from 1996 to 2005, teaching at FGV’s associated institutions in several cities in Brazil.
He has participated as a speaker in several seminars and workshops in Brazil and abroad, organized by institutions such as the International Bar Association – IBA, Union International des Avocats – UIA, Instituto Brasileiro de Estudo das Relações de Consumo e Concorrência – IBRAC, Conselho Administrativo de Defesa Econômica – CADE, Organização para a Cooperação Econômica e Desenvolvimento – OCDE, American Bar Association – ABA, Agência Nacional de Telecomunicações – ANATEL, Agência Nacional de Vigilância Sanitária – ANVISA, NorthWest University and Ablfs McKfnzif, among others.
